The draft would also benefit from some processing rules, i.e., is it necessary to affirm the hardcoded hash is used, how are nonces processed, how is an epoch bell authorized (TSAs have certs with an EKU, for example), etc.?

As we dropped all outer structure definitions, nonce processing, "key duty", and endorsement of the bell are out-of-scope of this document. But it may make sense to touch on these topics in appendices?

1.) Maybe an appendix, including, for example, geolocation for latency, tamper-resistance, and clock quality (resolution, precision, and accuracy). But this is out-of scope of the doc.

2.) Minimal key material guidance. E.g. one pair for signing an outer epoch marker structure, one for endorsing the bell (like a TPM EK).
