If I recall correctly, the argument here was that architects should look out for error clusters as those might indicate that the problem leading to errors accumulating in a certain module has its cause in non-optimal architectural decisions. E.g. you have a building block that has too many responsibilities and is often changed by many different people.

but it really only MIGHT indicate a structural or conceptual problem, it can also indicate bad programming.
