Turns out these tests were failing because our root
tsconfig.jsonwas always getting picked up when being run locally but not in CI due to a "single run" optimisationtypescript-eslint, which we need to explicitly disable since we're actually testing ESLint rules.I'm 98% sure this is disabled by
@typescript-eslint/rule-testertoo
