Quotes Improvements

Let's start a discussion about what we want to have done with the quotes in the future. I know it's a relatively small feature in idea, but it was used a lot in the old IRC days, I think we can do a bit to expand on the idea.

Ideas

• Allow to update/delete quotes (preferrably only by specific roles), e.g. fix quote content or author
• Collect mentions in the quotes
• Allow searching by author, mentions
