Add OCI Support

OCI here - would love to work with you all to support OCI (OKE) with dranet. Would love to see what changes would be required to build that integration.

Hi @gauravkghildiyal - I implemented an example on gb200 and got pretty interesting results but there are a few changes in other parts of the code I needed to enable this. I have a README with the results here:

I'm wondering how I should go about merging this.
