The on-screen keyboard is not working properly

When I try to use the on-screen keyboard in NTVDM, the on-screen keyboard does not respond, but it works fine in other programs.

And here is the OS version: Windows 11 25h2 Professional Chinese Version

Mayb be a bug in Windows 11.

Windows 7 ... ✅

Windows 10 ... ✅

Maybe related to conhostv1. It also gets stuck with Winevdm. Open up a Win16 application in winevdm. Winevdm console shows up, start screen of win16 application start up, input window freezes.
After some time it unfreezes. As soon as you try to enter something into the opne winevdm console it gets stuck again.

So Microsoft messed up their screen keyboard functions badly.
As I don't get paid to clean up all the bugs in Microsoft Windows, I suggest that you file a bug report at Microsoft

I even managed to freeze it on a plain windows console application, what a shame! So definitely not a ntvdmx64 related bug

But potential change (whatever this does) needs to be made in Microsoft ConhostV1.dll component.
