Introduce new extensibility points

Introduce a "named component" interface and expose them in a bucket to orchestrators - they should be ingested and cataloged as part of the normal restore/install process

• Expose macros as extensibility points
• Define pre/post actions and expose them as extensibility points
• Operations that can be performed on the streams

This will be important as we move toward VS integration

The extensibility points for operations will need to be usable from the config files (map tokens to activate operations)
