Re-enable python.pep517 yes, reverted in 8959232 due to duplicate files in bin/ (trac#65871). Root cause: setup.py had both scripts=['dot2tex/dot2tex'] and entry_points console_scripts writing to the same path. Patch removes the redundant scripts entry so only the correct entry_points wrapper is installed.
