Summary

• Update ember-cli-babel from 8.2.0 to 8.3.1 in packages/test-app and packages/test-esa
• Update ember-cli-htmlbars from 7.0.0 to 7.0.1 in packages/test-app and packages/test-esa

These updates are needed for compatibility with ember-source@main (ember 7). The newer versions of these build tools include fixes required for the upcoming major release.

The node engine change seems unnecessary but it's also a test package only so 👍
Changes look fine but the fastboot package is throwing errors. I'll run a check before merging whether it's the updated node version or something else.

Similar failures appear for ember-release scenarios on main so it seems fine to merge this
