fix: remove yarn binary

2 small fixes:

1. This thread indicates that the preferred usage is to rely on Corepack for Yarn management: Yarn requires yarn release .cjs file to be committed to git repo yarnpkg/berry#5748. To support this, I had to add an extra step to the workflow to enable workflow, as GitHub Actions doesn't do that by default.
2. While upgrading, I noted that the Action versions were outdated, so I updated them.
