Adds a user preference to always expand toots marked with content warnings. Fixes #1123 and fixes #7774.

  • Expands all toots marked with content warnings on all timelines in the web app
  • Also expands toots when viewing static user pages and toot pages
  • Follows same rules as the corresponding preference "Always show media marked as sensitive"
  • Toots are still collapsible
