Add exclusions for iCloud Private Relay exit/egress IPs

Apple recently published documentation that explains the private relay feature in more detail.
The documentation included a link to a .csv document that contains all of the egress IP ranges that the service uses: https://mask-api.icloud.com/egress-ip-ranges.csv

Most of these resolve to either Akamai or Cloudflare which might(?) be blocked from tracking when using the "Block tracking requests from Cloud"
