Replace conda with uv for installation

Much of the ML ecosystem has migrated from conda to uv for dramatically faster builds. It would be nice if install.sh could be updated to use uv :)

Have a PR #155 for this. Currently the issue is that the monarch wheel has an issue when installed with uv.

@lewtun with #499, uv sync worked for my machine but not @pbontrager's (classic lol)

uv pip install should work, but can you let me know if uv sync works for you?
