Upgrade User OOBE experience (SCOOBE)

Description of the new feature / enhancement

As a user, when i upgrade PowerToys, it would great to learn what is new and has changed. When a new feature rolls out, i should be directly made aware of it or any change of behavior.

Since PowerToys is heavy on incubation for ideas, things are being adjusted and always being improved.

1. Change of keystrokes -> FancyZones needed to change our keystroke for Terminal away from WinKey+~ for Terminal's quake mode
2. Alerting of possible future change of behaviors: Example Proposal: Shifting how search works in PT Run

Scenario when this would be used?

Knowing if something changed or if this is a feature I actually want to use.

And OOBE is labeled under #settings
