Summary of the Pull Request
Adds separate Grab And Move settings for edge behavior while dragging with the configured modifier:
The snap target is previewed during drag and applied on mouse release. It uses the cursor monitor work area so taskbar and multi-monitor layouts are respected.
Closes: #47598
Related: #47259 asks for native Snap Assist behavior; this PR does not implement or close that request.

This keeps the edge snap behavior separate from middle-click maximize/restore so the PR stays atomic. The implementation simulates the target window placement rather than invoking native Snap Assist.
