Upgrade azureauth-cli to the new version 0.9.4

There is a new version of azureauth-cli, 0.9.4, which now supports linux even outside of WSL.

We need to update the version of azureauth, and update any place we currently did not support Linux to allow calling azureauth directly since it is now supported.
