Add a bunch more tests for bump and publish, including tests that work in-memory only where possible, and tests covering
workspace:version bumps. Also convert some of the existing E2E tests into much faster in-memory tests where appropriate.This is part of #1109, but there's a lot more to go. (All this started when trying to add catalog version support and discovering we don't even have coverage for workspace versions...)
A couple changes to the real code while working on adding tests:
