Repro Steps:

1. F1 -> Azure Container Apps: Edit Scale Rule Setting...
2. Check whether there is no error.

Expect:
There is no error when executing "Edit Scale Rule Setting..." command from command palette.

Actual:
An error occurs when executing "Edit Scale Rule Setting..." command from command palette.

More Info:
This issue does not reproduce when executing "Edit Scale Rule Setting..." from context menu.
