The scale rule isn't updated after executing "Edit Scale Rule Setting..." action

Repro Steps:

1. Right click the Scaling node -> Select "Edit Scale Rule Setting..." to update it.
2. Check whether the scale rule is updated or not.

Expect:
The scale rule is updated.

Actual:
The scale rule isn't updated.
