[Suggestion] It would be better to add output logs when adding environment variables

Repro Steps:

1. Add environment variables to a container app.
2. Open the "Azure Container Apps" output window.

Actual:
There is no output log when adding environment variables.

Suggestion:
It would be better to add output log when adding environment variables.

More Info:

1. This issue also reproduces when deleting environment variables.
2. This issue does not reproduce when executing commands "Edit/Convert environment variables".
