Fail to deploy a Python 3.9 project to a Python 3.10 Function App

Repro Steps:

1. Create a Python 3.9 project.
2. Create a Python 3.10 Function App.
3. Deploy the Python 3.9 project to the Python 3.10 Function App.

Actual:
Fail to deploy the Python 3.9 project to the Python 3.10 Function App.

Output Log:

I'm not sure we should support deploying a Python 3.9 project to a Python 3.10 Function App.

Also, how did you create a Python 3.10 Function App?

@alexweininger There is a setting "azureFunctions.showHiddenStacks" for Function App. The "Python 3.10 (Preview)" item will be present if you set it.

Hi @v-ruizh, is the expectation that this deployment succeeds or that we would warn the user that there is a runtime mismatch?

@nturinski I'm not sure which is the expected behavior, but it would be better if there is a clear error message.

The PR that was associated with this only enables users to create Python 3.10 projects, but it won't actually resolve this issue since we aren't doing a runtime check.
