[GB18030] Fail to show the project name which contains GB18030 characters in Terminal window

Repro Steps:

1. Create a C# project which project name contains GB18030 characters, such as Tibetan "ༀ༁༖༻྅࿌࿏".
2. Debug this project.
3. Check whether the project name shows correctly in Terminal window.

Expect:
The project name shows as "ༀ༁༖༻྅࿌࿏" in Terminal window.

Actual:
Fail to show the project name in Terminal window.

The project name shows well in an opening PowerShell Terminal of VS Code.
