An error occurs when executing "Sign in to Azure..." action from the "Select subscription" list if no accounts are logged in

Regression: Previous Build (20250306.2)

Repro Steps:

1. Make sure no accounts are logged in.
2. Navigate to "RESOURCES" view -> Click "+" button -> Select "Create Resource Group..." -> Click one of the below options in the "Select subscription" list.
   
3. Check whether no error occurs.

Expect:
No error occurs.

Actual:
An error occurs.

More Info:

1. This issue also reproduces when executing the related “Azure” commands from command palette.
2. This issue does not reproduce if an account is logged in.
