Motivation and Context
The contribution guideline and general informations about shapiq have not been updated in a long time. I went through the files and harmonized them.
Additionally, we removed py 3.10 support so I updated the dependency of ipyhton for the docs building pipeline. Need to see if this works in CI now, since there was a bug.
Public API Changes
Only fixed inconsistencies around the contributing information of shapiq.
