Add ocean_SIS2/OM4_025

To transition CM4 to SIS2 we need a mirror experiment of ocean_SIS/OM4_025 but using SIS2 instead of SIS.

Tasks:

• create experiment directory
• add to regressions (timestats for developers, XML regressions)
