[list][toggle group][toolbar] Integrate `useRovingTabIndex`

Continues #15597

We have now have a useRovingTabIndex util, remaining components that should integrate with it:

• List/ListItem
• ToggleButton/ToggleButtonGroup Togglebutton does not follow WAI-ARIA toolbar keyboard navigation principles #17281
• ButtonGroup?

There is a Toolbar but it doesn't seem to be intended as a role="toolbar" composite
