v0.9.56 Always Fails Due to Missing Config File

Seems to have a bug wrt config files in the latest release. If your repo doesn't have one, you get:

error: failed to parse nextest config at `/Users/cwfitzgerald/programming/wgpu/.config/nextest.toml`

Caused by:
  No such file or directory (os error 2)

OK, also yanked from https://get.nexte.st/latest.

Need to do a post-mortem, yanking should have taken under 5 minutes but it actually took closer to 20. Apologies for the breakage.

Reopening because of taiki-e/install-action#178. As a temporary workaround, you can check in an empty .config/nextest.toml.
