FIX: Strict syntax for wustl_htcf -> REMOVE configs

• Add your custom config file to the conf/ directory

• OPTIONAL: Add your custom profile path and GitHub user name to .github/CODEOWNERS (**/<custom-profile>** @<github-username>)

Unfortunately not at the moment. I might send an email to my old PI to see if he knows anyone that's currently using the config.

I am at wustl. This never had support of the sys admins and therefore won't have long term maintenance support.

Please remove it
