Add module using the sexDeterrmine.py script from @TCLamnidis

To simplify implementation, compared to #211, @TCLamnidis has written a single module with the Sex.DetERRmine python module. This is currently stored here: https://github.com/TCLamnidis/eager/tree/sexdet
We are in the final stages of doing some 'real life' testing before making a PR. This feature request is to mark this for the Milestone v2.1 "Ulm".
