This PR adds a blog post about how Mastodon is using the OTel Collector in production.
This will be the first of a series of posts.
Dates are not defined. We can adapt to the OTel blog schedule.

Yes we can skip the image and just provide the link to OTelBin. It's how we'll do it for the Skyscanner post as well.

No public agenda, the blog is "best effort" and we track them but do not want to give any guarantees on publication dates. Note that we are currently in the hot pre-KubeCon phase and have a bunch of open blog posts that people want to have merged by then. We need to prioritize accordingly.
