Add release notes for 3.6.0

Borderline Calls

  • Upgrade to react18. Fixed unit tests to accommodate upgrade. #1369: Placed in Maintenance — could also be Infrastructure since it involves upgrading a core framework dependency. Chose Maintenance because it's a dependency upgrade with accompanying test fixes rather than a CI/build change.

  • Resolved CVE-2026-26996 and CVE-2026-2739. #1393: Placed in Maintenance — could also be Bug Fixes since CVE resolutions fix security vulnerabilities. Chose Maintenance because CVE remediation is typically dependency/version management.
