[BUG] Application Monitoring:Services re-render on latency filter

What is the bug?
The Application Monitoring:Services page has a bug on the Dependencies and Operations tabs (same behavior both locations).
When the latency filter is adjusted it triggers a re-render of the three graphs unnecesarily.

How can one reproduce the bug?

1. Go to Application Monitoring:Services page

2. Click on a "Dependency service"
3. Switch the Latency filter
