For multipolygons do no allow freeform role input, just switch between inner and outer

It would be much nicer to have selection for two valid options - inner way and outer way. (for bonus points, make it translatable)

It would make multipolygon editing easier in iD.

More generally, in the spirit of #8238, it would be great if iD could suggest known appropriate values based on the relation type, but still allow freeform input in case new tagging schemes emerge. As long as the appropriate values are the only ones suggested, I don’t think using a combo box will pose as much risk of typos and novel usage as it does today.

If I may offer a tip: to reduce number of clicks, I don't set "outer" role to ways immediately after I assign them to the relation (but I do set "inner", typically less used). Instead, when the outline is completed, I select the relation and the list of warnings in the sidebar is conveniently set up so that selecting "Set as outer" for all of them takes only a multi-click on the same place.
