I have very limited experience with shisha/hookah (I have seen it being used) and even smaller with cannabis - but https://fontawesome.com/icons/bong?f=classic&s=solid seems passing as an icon for amenity=hookah_lounge

Feedback from OSM IRC: "i don't think that icon will work for shisha"

there is https://commons.wikimedia.org/wiki/Category:Hookah_icons but only with raster icons

Oh, and note that here raw tag use is underselling it: that is especially popular in areas undermapped in OSM
