This request is to add tag man_made=planter to represent man-made decorative urban boxes/containers where flowers, decorative shrubs, bushes and/or miniature trees are planted, usually one at a time or mixed, sometimes with other elements. These serve primarily as decoration, but also double as barriers in certain scenarios.

The name would be "Planter" or "Planter box".
Wiki lists material=* as an additional tag, and this seems appropriate. It would generally be easy to identify. (I would argue that something like height and species stuff would also be appropriate, but this is just personal observation and this hasn't been proposed or seen wider use, as far as I know.)

The concern from above request was that this is not distinct to landuse=flowerbed, but I believe these serve mostly different purposes. Flower bed is an area, generally on the earth itself. It's normally a relatively large feature and not elevated. A planter box is specifically an elevated container not in earth and within an otherwise urban environment. (Basically, you can step into flower beds, but you would have to climb onto planters.) These are usually movable, although heavy by design. Most of the time, they are no bigger than a single node unless there is really high resolution aerials. And these support anything from flowers to bushes to small trees. I do believe they are distinct enough. They offer good landmarks as well. They can serve as traffic calmings as well on pedestrian streets.
Here's what they look like (around where I'm at with strong post-USSR influence on these), which makes them quite distinct:
