Prepare for transition to use `education=*` tags

I recently stumbled upon the page for the education=* tag https://wiki.openstreetmap.org/wiki/Key:education

It mentions the tag being approved in 2025. The approval is aimed to divert schools away from the existing amenity=* tag, just like how it was done for healthcare=*.

This is a big change. At minimum, the tagging schema should at least contain the new education=* tags, but it seems the rendering side should also start handling the new education=* tags.

How should we approach this?

Right now they lack testing and test-documentation to be merged.

As mentioned in #1628 (comment) I would consider such deprecation rules as bad idea - if such changes are a good idea they should be made as a bot edit that would waste far less human time and attention ( https://wiki.openstreetmap.org/wiki/Automated_Edits_code_of_conduct still applies)
