NSI could add a few extra search terms (pulled from country-coder) for the flag presets.
If you search for "Poland" the flag is the first thing that appears, so I think we're already doing a pretty good job.

openstreetmap/iD#11783 adds a comprehensive set of localized options to the Flag Country field. The set of valid codes comes from country-coder, but the localized names come from the browser. The user will be able to select the Flagpole preset, set Flag Type to national (which #1899 would localize), and search for “Poland” (or the localized equivalent) in the Flag Country field. Granted, this workflow wouldn’t be as direct as a dedicated preset, and this approach doesn’t scale to non-national flags.
