It is kind of controversial topic (see approximately bajillion threats about highway=path and highway=scramble and so on) but via ferrata are clearly specially, in general clearly distinct from paths (even dangerous ones).

should iD also treat this tag as a routable highway type? (Here's an example warning from iD) which feels weird, but maybe it's expected

I would say so

I think you can get highway=footway stretches as island between via ferrata sections and complaining about those is dubious

also, you can get oneway footways leading to via ferrata

there's actually 6 different files that might need tweaking, openstreetmap/iD#9633 is a good reference; the same change was made for highway=busway
