Add preset (and field?) for `crossing=no`

To map situations:

Where crossing is not suitable, possible or legal. Used at places where one would expect a crossing, but where there isn't one.

large part of uses is when in combination with highway=traffic_signals - as an attribute (this is a documented use). I guess that match score lower than traffic signals would solve it.
