iD warns when drawing `tourism=viewpoint` as an area although it should be possible

How to reproduce the issue?

The Wiki says it is possible to draw in the area, but iD will issue a warning as shown in the screenshot.

By the way, if given to an area which has the tag unrelated to tourism=viewpoint (such as amenity=parking), no warning will be issued.
