Description, Motivation & Context

This adds the tag wheelchair=designated, the forth value for key wheelchair as described in the wiki.

Even through the wiki says This is rarely used., there are currently 14 147 objects tagged with this.

The order of the values is based on the wiki.

Usage-wise, the order would be:

  1. yes
  2. no
  3. limited
  4. dedicated

From most to least accessible would be:

  1. dedicated
  2. yes
  3. limited
  4. no

Which order would be preferred (wiki, usage, most-to-least)?

Personally I would put it into logical order, from no to designated or in inverse order.

I have no opinion or knowledge is supporting this value making sense or not.

Agreed. I updated the PR. I made the order designated-to-no, as it was yes-to-no before. I can also change it again?

I have no opinion or knowledge is supporting this value making sense or not.

Personally, I use it.

It is tagged 14k times currently.

Its widely supported by MapComplete, Vespucci, and more.

I added an OSM wiki data item as well.

I did add an image as well (same as for =yes), not sure why it does not show up?

Looks good to me. Don't see any strong reason not to do this. The fact that "yes" and "designated" is often not well defined in OSM should not mean we do not offer it an an option here.
