Add preset for a Biathlon Range

Description, Motivation & Context

This is to provide with a preset for tagging Biathlon Ranges with sport=biathlon, as opposed to sport=shooting. Since Biathlon is a quite distinct sport (not governed by ISSF etc.) with quite distinct shooting ranges.

• 137 elements tagged with leisure=pitch + sport=biathlon (despite the existence of the Shooting Range preset, which encourages mistagging as sport=shooting)
• 11 further elements currently tagged as leisure=pitch + sport=shooting inside a sport=biathlon-tagged area

usage is quite low, but it does not make me opposed if competing promoted by preset tagging is bad

but maybe https://wiki.openstreetmap.org/wiki/Tag:sport=biathlon should mention it more properly? not only in infobox? Is this tagging documented as preferable anywhere on OSM Wiki?

maybe include some clear photo of biathlon range?

given low tag use I would also keep it open for while to give people time for review

note: I have no experience with biathlon and nearly no knowledge, and nearly no experience with shooting

Thanks for the PR! It is now merged but note that before you will see it in iD few things need to happen.

iD tagging schema needs to get release (see https://github.com/openstreetmap/id-tagging-schema/releases - latest one mentioned there is just a draft). And later needs to be pulled in by iD.

Thanks again for your contribution! If you are interested in making other one it would be really welcome!

(I just hope that tagging will not turn out to be controversial here, looked around and it does not seem to be but you can get nasty traps...)
