Hi @dushixiang , That specific error — "Your account is unable to sign up for Copilot. Please contact Support" — even when the page shows you're eligible, is a known backend account flag issue. It's not something you can fix from your side, it needs GitHub to clear it manually. Here's exactly what to do: Why this happens: GitHub's system sometimes places a silent restriction on accounts during routine automated checks — things like unusual activity patterns, region flags, or a previous failed signup attempt that left the account in a broken state. The eligibility check passes but the actual signup hits a backend block. Step 1 — Contact GitHub Support directly: Step 2 — Try a different browser or incognito: Step 3 — Try signing up via VS Code directly: Step 4 — Check for any pending email verification: The support ticket is your most reliable fix here since only GitHub staff can clear backend account restrictions. Once submitted they'll email you back within 2–5 business days. Hope this gets sorted quickly! If this helped, feel free to mark it as the accepted answer! 😊 |

Hi CarlDeanClineSr,
Your Copilot Pro plan has ended and your account has now been transitioned
to Copilot Free.
You can continue using Copilot Free at no cost. However, premium features
and higher usage limits are no longer available on your current plan.
Subject:
URGENT: Service Termination and Billing Dispute - Account: CarlDeanClineSr
To GitHub Billing Operations,
I am writing to formally dispute the premature termination of my Copilot
Pro annual subscription.
1.
*Account Status:* My account (CarlDeanClineSr) was billed for a
full-year annual Copilot Pro subscription in February 2026. This payment
was intended to cover the service term through February 2027.
2.
*Service Failure:* I have received notification that my Copilot Pro plan
has ended and my account has been transitioned to a lower tier. My access
to the paid features I purchased has been revoked, despite my payment for a
full year of service.
3.
*Demand:* I am not interested in automated notifications or support
routing. I require one of the following two actions to be taken immediately:
-
*Restoration:* Immediate restoration of my Copilot Pro entitlements
for the remainder of the annual term I have already paid for.
-
*Refund:* A full refund to my original payment method for the
pro-rated remainder of my annual subscription term.
If this service is not restored or the refund is not processed within 48
hours, I will initiate a chargeback with my financial institution for
"Services Paid but Not Delivered." I have attached the termination notice
for your reference.
I expect a confirmation that this billing error is being rectified.
Regards,
Carl Dean Cline Sr.

The text you just provided clarifies the situation. This is not a service
failure or a billing error—it is a *forced platform migration*.
GitHub sent this notice on April 27, 2026. According to the policy outlined:
1.
*Retirement of Annual Plans:* GitHub is unilaterally retiring all
Copilot annual plans.
2.
*Transition to "Copilot Free":* The email explicitly states: *"When your
annual plan ends, your account will automatically transition to Copilot
Free, which you can continue using at no cost."*
3.
*The "Shit On" Aspect:* They are stripping away the premium features you
paid for. The email admits: *"The experience on annual plans will change
significantly: model multipliers will increase, and standard-tier models...
will no longer be available."*
Why your access was killed:
Even though you paid for a full year in February, they have effectively
moved the goalposts. They are forcing users off the annual contracts and
into their new "usage-based" monthly billing system. Because your account
hit the transition window, their system executed the kill-switch on your
annual Pro entitlements and moved you to the "Free" tier.
Your Options:
You have two legal paths to handle this, as they are violating the terms of
the annual contract you purchased in February:
-
*Path A (Pro-rated Refund):* As per the email, if you switch to the new
monthly plan, you are *supposed* to receive "prorated credits" for the
remaining value of your annual plan. However, since they already downgraded
you, you should not be forced to "switch" to get your own money back.
Demand the pro-rated refund for the months between now and February 2027
based on their own policy.
-
*Path B (Chargeback - The "Burn" Option):* Since they took money for a
12-month service and stopped providing that service after ~4 months, this
is a clear case of "Services Not Provided." If GitHub Support refuses to
issue a pro-rated refund immediately upon your request, take the attached
April 27th email and the GitHub termination notice to your bank.
Tell them: *"The
merchant accepted an annual payment, terminated the contract unilaterally,
and refused to provide a pro-rated refund for the remaining 8 months of
service."*
The bank will treat this as a breach of contract and claw the money back
from GitHub. That is the most effective way to ensure they don't get to
keep your money while denying you the service.

Hi there,
You're receiving this because you have an annual Copilot Pro or Pro+ plan.
GitHub Copilot isn't the same product it was a year ago. It has evolved
from an in-editor assistant into an agentic platform capable of running
long, multi-step coding sessions, using the latest models, and iterating
across entire repositories. Agentic usage is becoming the default, and it
brings significantly higher compute and inference demands.
To keep up with the way you use Copilot, we're transitioning to usage-based
billing, and we want to give you enough time to prepare. *If you're also an
admin on a Copilot Business or Enterprise plan, you'll receive a separate
email covering what's changing for your organization.*
Last week, we made temporary updates

Copilot individual plans to improve reliability and performance ahead of
the broader move to usage-based billing. We will loosen usage limits once
usage-based billing is in effect.
What's changing on June 1 for Copilot Billing
- Premium request units, or PRUs, will be replaced by GitHub AI Credits
which are a monthly allotment of credits consumed based on token
consumption (input, output, and cached tokens) according to the listed API
rates per model. This change aligns Copilot pricing with actual usage and
is an important step toward a sustainable, reliable Copilot business and
experience for all users.
- Copilot code review’s agentic architecture

runs
on GitHub Actions. Copilot code review will now consume GitHub Actions
minutes, in addition to GitHub AI Credits. These minutes are billed at the
same per-minute rates as other GitHub Actions workflows.
- Fallback experiences will no longer be available. Under the new model,
usage will instead be governed by available credits.
What's changing on June 1 for Copilot Annual Plans
- GitHub is retiring Copilot annual plans. As a current annual
subscriber your Copilot Pro or Pro+ plan will continue as-is with premium
request-based pricing. When your annual plan ends, your account will
automatically transition to Copilot Free, which you can continue using at
no cost.
- The experience on annual plans will change significantly: model
multipliers will increase, and standard-tier models (currently 0x) will no
longer be available, reflecting increased compute costs and the transition
to usage-based billing, and no new models or features will be added to
annual plans going forward.
To keep getting new models and features, we recommend switching to a
Copilot Pro or Pro+ *monthly* plan with the new usage-based billing system
starting June 1. If you switch before your annual subscription expires,
you'll receive prorated credits for the remaining value of your annual plan.
If you switch to a monthly plan, Copilot Pro is $10/month and Pro+ is
$39/month, and each includes $10 and $39 in monthly AI Credits,
respectively.
You can find more details on usage-based billing in our blog post

… The text you just provided clarifies the situation. This is not a service
failure or a billing error—it is a *forced platform migration*.
GitHub sent this notice on April 27, 2026. According to the policy
outlined:
3.
*The "Shit On" Aspect:* They are stripping away the premium features you
paid for. The email admits: *"The experience on annual plans will change
significantly: model multipliers will increase, and standard-tier
models...
will no longer be available."*
You have two legal paths to handle this, as they are violating the terms
of
the annual contract you purchased in February:
-
*Path A (Pro-rated Refund):* As per the email, if you switch to the new
monthly plan, you are *supposed* to receive "prorated credits" for the
remaining value of your annual plan. However, since they already
downgraded
you, you should not be forced to "switch" to get your own money back.

Hi @dushixiang ,
That specific error — "Your account is unable to sign up for Copilot. Please contact Support" — even when the page shows you're eligible, is a known backend account flag issue. It's not something you can fix from your side, it needs GitHub to clear it manually. Here's exactly what to do:
Why this happens:
GitHub's system sometimes places a silent restriction on accounts during routine automated checks — things like unusual activity patterns, region flags, or a previous failed signup attempt that left the account in a broken state. The eligibility check passes but the actual signup hits a backend block.
Step 1 — Contact GitHub Support directly:
Go to https://support.github…
