proposing work on iD triage and work on improving iD tagging schema

this is unsolicited proposal, not responding to any proposal call. I am therefore fully aware that budget may be unavailable or that general idea will be considered as fine but with someone else getting funded. And if money can be spend better I am entirely fine with both

I am proposing to work on reviewing iD and iD tagging schema pull requests and issues. Currently many are waiting for review, often unreasonably long. As result it is one of significant bottlenecks for improving this software, wastes already done work and discourages potential contributors.

This is an excellent proposal, thank you Mateusz for coming up with it. 87 pull requests and over 200 issues is definitely over the level those can be reviewed on anybody's free time.

The EWG has just decided to approve @Mateusz_Konieczny’s proposal. The work will happen over the next 12 weeks, starting today.
