In OSM, we can see that they are mapped either as cafe or as restaurant. Looking at their menu (https://www.simitcidunyasi.com.tr/menu), I would classify them as a cafe.

I'd probably call them a amenity=restaurant based on the menu and the pictures of table service on their website.
(btw, you can view their website in a bunch of languages, it's not just in Turkish)

That's tricky because a lot of cafes have table service in Turkiye, and elaborate food menus too. This brand, Similar to Simit Sarayı, is also mostly perceived as a cafe by the community, meanwhile sailing towards restaurant waters. For consistency I'd suggest treat the two the same, meanwhile I can run a poll in the TR Telegram group to ask more people.
