Of course it is possible. How hard it is depends on how determined you are, but generally speaking, it will be difficult.

well I have a decent programming skills so where do I start? do I need to learn kotlin? cuz I have learned java before.

I will say look at what we (mostly Rian) were doing lately and how we were doing things first.
The game doesn't have a multiple modes system so you might start by thinking of that and in consequence other system like PP, beatmap parsing, etc will likely require changes too.
