Update site navigation and other edits to make

• Make it more modular and switch things to quarto
• Make the home page very clear what it's for, and what key decisions should they make right away (e.g., website vs course, Rmd vs Quarto)
• Change "About" tab name --> "Customization"
• Moving required next steps (e.g., giving credit) to the quick start or as a subpart labeled "Next Steps"
• Check to see if we're pointing people to where they would want to navigate next
• Change "Help" tab name -- > "Documentation" or "Troubleshooting" or "Help FAQ" or "Reference"
• Move search from the help tab either to its own thing or since changing to quarto search may be handled.
• Add a tab for "About" or "Contact" including info on the bottom of the FAQ and the citing info on the homepage.... Link on bottom of homepage.
• Add info on the home page about OTTR Courses vs Website or condensing to one document or homepage that has tabs for the different flavors
• Update screenshots on common errors
• Add a TOC for common errors on the top
• Check and update links for cheatsheets
• Check and update links within this documentation

@kweav is working on a simple Quarto version to see what it looks like
@avahoffman is working on a pkdown version to see what that looks like (could result in a new ottr flavor :P)

@carriewright11 @kweav I did a bit of exploring with pkgdown. It will require a fair amount of reorganization such that the ottr site is like an R package. I'm not sure that's worth the hassle, although it is very organized. I think we go with quarto unless we want to explore pkgdown further..

I like the tabs of the Quarto version! I think its a nice navigation set up.

I do like things being standard and how users expect to find them but I'm a bit worried the pkgdown might be a bit too rigid for something like OTTR that isn't a traditional R package per se.
