This reverts the "split manifest" feature, and the ability for runtimes to create new bundles, which were introduced in #8837. This caused a bunch of issues with script ordering, missing scripts in service worker manifests, resulted in extra unwanted HTTP requests, etc. Perhaps in the future it can be reintroduced when there is a way to implement it in a more stable way.
