Decide if we still want to keep the horizontal and vertical display with the label separator zone.
We may always display the label horizontally without any label line separator. This could also be a rendering option (see #2659).

The initial implementation #551 displays a label line separator as described in #516 (comment).
The BPMN Spec let vendor decide how they want to render Black Box Pool
If the Pool is a black box (i.e., does not contain a Process), then the label for the Pool MAY be placed
anywhere within the Pool without a single line separator.
