Sometimes a company may undergo restructuring and move people into new departments.
Sadly this would cause loss of skill-tracking data.
We want to write a tool in the admin interface that allows skill-tracking data to be migrated.

- Create an interface for this migration
- Make it possible to select multiple old skill tracking data sets and consolidate them into a new one for a new department
